My student visa application has been refused 3 times. Now I have received my GCMS notes, please read it and tell me what should I do now.
The text below is the note from the visa officer on my GCMS notes:

"Application reviewed. The previous refusal noted. On review of all information including PA's previous employment and educational history, their motivation to pursue studies in Canada at this point does not seem reasonable; the study plan submitted in general and does not outline a clear career path for which such an educational program would be of benefit. the application has not declared any work history or education history since December 2017. Considering previous academic education, employment history, the relevancy of the proposed course of study and taking into account factors such as travel history, personal establishment and ties to the home country, I am not satisfied that applicant would be a bonafide student in Canada and would depart Canada at the end of the period authorized for stay. Application refused."

Now I am looking for September 2020 intake. please share your opinions.

To be quite honest, after 3 refusals it will be hard for you to get a positive response on a new try. You have not been a student since 2017, do not have a strong enough history of travel as well as weak ties to your home country. I doubt you will have any luck with a 4th try, unless these things are addressed and you choose a study plan that makes sense for your background. They believe you are not really coming here to study and want to overstay.

What is your education? Why do you need to come to Canada to study? What is the reason for such a big gap in employment and education?

As a graduate in mechanical engineering, I always try to achieve the best of my engineering career. Living in a nuclear family, my whole family is supporting and motivating me to achieve the best in the field.
My father served 24 years of active service in the Indian Army and retired in January 2007. After retirement, he re-employed as a Technical Supervisor in Armed Station Workshop EME, Delhi Cantt, and has a gross income of INR 7,20,000 annually. My elder brother is working for the last five years with reputed newspaper agency ‘The Indian Express’ as a Senior Sub Editor and has an annual income of INR 4,08,000. We own a house and agricultural land in Kangra, Himachal Pradesh worth INR 2 crore. We also have an immovable property in Gurgaon, Haryana whose worth is INR 1.5 crore.
We have already paid my one-year tuition fees and purchased GIC. This shows that we as a family are well established in our home country India and with the regular income at home. Therefore, my parents can support my stay and study in Canada.

PURPOSE OF VISIT
I did my graduation in Bachelor of Technology in Mechanical Engineering from IK Gujral Punjab Technical University, Kapurthala, Punjab with 62 % in November 2017. During my internship, I worked with ENCO Engineers Combine Private Limited and Honda Motorcycle and Scooter India Private Limited. I took IELTS on 6 April 2019 and scored 6.5 bands with 6 in listening, 7 in reading, 6 in writing, 6 in speaking.
During my graduation, I developed a keen interest in mechanical designs. In the final year of my graduation, my major project was an electric car powered by a 48 volts electric motor which was accomplished by a team of two. I specifically worked on the design of the project. I am determined that I want to take forward my passion for mechanical engineering design. However, it is hard to take admissions top engineering colleges in my country as the cut-off is very high and the seats are very limited. Also, there are very few colleges in India that offer a course in my area of interest. I have very carefully chosen this course as I have a keen interest in design. I also want to establish my career in this field. So the modules in this course are meeting my requirements to develop my skills in the right direction.
Mechanical Engineering Technician- Design (fast-track)
Production controller, CAD operator,
Lab technician and Product designer and developer. This program has met the national educational standards of Canada’s engineering technology and applied science profession. As such, it has received national program accreditation by Technology Accreditation Canada (TAC).
I drew my inspiration Dilip Chhabria who is India’s top car designer. He had applied to the Art Centre of Design, Pasadena in the USA for the Transportation Design course and got selected. He eventually majored from there. After completion of his course, he returned to India and turned his dream into reality. His workshop produced the very first Super Car of India under the name- DC AVANTI. I have a similar vision to him and want to establish my signature career in India.

RELEVANCE TO MY PREVIOUS BACKGROUND
After a lot of research, I have therefore decided to go for Ontario College Diploma in Mechanical Engineering Technician- Design (fast-track) that will enhance my existing knowledge, and help me gain the skills needed to confidently assume leadership roles with a better understanding of complex situations and decisions. Centennial college is amongst the reputed institutes and is Canada’s largest independent college. It can be observed that there are only limited institutions in India offering quality higher education in the field of Mechanical Engineering Technician Design and admission in these few quality Indian institutes are extremely competitive. Canadian institutions, in contrast, offer world-class infrastructure and advanced teaching methods and therefore offer a better learning environment as compared to Indian Institutions. Canada is a land of cultural diversity, is amongst the safest places for international students and Canadian education standards are highly respected worldwide. Moreover, studying in a multi-country and a culturally diverse environment will help me understand different perspectives & mindsets and also help me learn about various new cultures & standards which in turn will give me immense knowledge to collate.
I believe studying at Centennial College for me is the step towards achieving my goal of being a successful Mechanical professional and eventually a successful Design Technician. The course would greatly enhance my job prospects as this program of study provides competency in all the major functional mechanical areas of an industry, which would help me to manage effectively in today’s complex and rapidly-changing technical environment. The course covers the whole spectrum of today’s competitive technical world. This program will provide me with the training and hands-on experience necessary to begin a career in design technicians. In combination with my degree those skills will allow for me to assess the data collection from the inspections and provide reports to senior management.
The Mechanical Engineering program makes use of a state-of-the-art lab, which features thermodynamic fluid power testing modules, and tensile, hardness, and impact testers. Through a project-based approach that has an approximate 60-40 balance between theory and practice, you gain experience in machine shop operation, tool design, and computer numerical control programming. Instruction is included in industry-current software in Inventor, Solid Works, and Mastercam, as well as modern CAD/CAM equipment.

FUTURE PROSPECT
The government’s “Make in India” initiative has played an important role in elevating the country’s position among global automobile manufacturers.
However, the design element still lacks in Indian automobile manufacturers. Indian automobiles like Tata, Mahindra, Maruti, Bajaj, Hindustan motors are less appealing to customers as compared to their western counterparts like ford, Hyundai, Chevrolet, Audi, Mercedes Benz, Jaguar, etc. To overcome this gap, Indian manufacturers are joining hands with foreign companies to learn and develop better designs for the Indian market. Companies in the automobile sector are embracing this opportunity to leverage India as a hub for low-cost, high-quality products. My goal is to become a high profile mechanical engineer working in the research and development (R&D) department, where I will have the opportunity to design and improve the current machinery and improve usage. I look forward to working with industry experts to solve current problems and design method issues.
This course will further hone my skills towards working in the technical and design side of the Mechanical sector and help me develop my skills as I aim to get a good job in India after my return from Canada where I can work as Transportation equipment manufacturing, Machinery manufacturing, Product manufacturing, Mechanical engineering and related services. With the emphasis on practical skill enhancement at Centennial College, I would develop specialized skills & industry-specific knowledge-based abilities required to make a career in this industry and the multicultural and dynamic environment of Centennial College would also give me International exposure & global perspective which will give me an edge over others once I return to India.

The biggest problem I see, however is that you are applying for a Diploma despite already have a Bachelor's degree which does not make any sense. You also have not talked about what professional experience you have in the field of Mechanical Engineering.

Remember, you are trying to tell a story to the Visa Officer on why the next step for you is _____________ program. If your story does not make sense or you can't tell it well, it fosters distrust and lack of empathy hence getting rejected, much like real life interactions. You, like many other SOPs I have read have a lot of fluff. Don't tell too technical, you lose the reader. Explain to them what skills you currently possess, what you lack and why it is essential for you to attend this program and why you cannot attend a program in your home country as a substitute.

Well, after 3 refusals I would say despite what you write you have a less than 5% chance of getting visa based on historical data. Of course, you can try again with a much improved SOP but I would start looking into other options as well.

No. It depends on all the documents you submit and you meet the requirements of IRPA

Well, after 3 refusals I would say despite what you write you have a less than 5% chance of getting visa based on historical data. Of course, you can try again with a much improved SOP but I would start looking into other options as well.

should I apply for Masters instead of Post graduate diploma?
 
It doesn’t matter if you have a bachelor and you are going for a diploma course ..that’s alright the mistake you made was you having a bachelor of Mechanical engineering and going to do a diploma in the same cause ..that doesn’t make sense .The Diploma should be on a different course but related.
