Here is the process:

To study in Quebec you need a CAQ and a study permit.

For CAQ: You dont need to show money here, just open an online file, pay $101, send respective documents, the CAQ will be ready in 20 working days, details are here:
http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/students/obtaining-authorizations/certificat-acceptation/index.html

For study permit: After receiving the CAQ, apply at Canadian Embassy in Philippines along with the CAQ. Here you need to show money, you need to at least show an amount of 1y tuition + 1y living + 2 ways air fare. The money needs to be in the bank for around 4 months.
