Student visa for Sep intake

I applied on 28th May at VFS Chandigarh. Offline. SPP.
File sent to Delhi VO on 29th....update via VFS msg.
Linked application to CIC account on 2nd June.
No updates after that.
It's taking too long for people to get visas....I am a bit worried.

Blood tedt, urine test , eye sight test, BP and scanning of full body. Generally these are the ones.

got a refusal for may intake as my visa was applied on 8 April. (Concordia University).

Grounds of refusal - Take new LOA for new session. Expired LOA.

Can I reapply with same documents under university category:

Ya some people getting visa with 10 to 15 days as 1 of my frnd got his visa applied on 15 may
