Hello guys! I need help please.. I have this situation where in i have applied for my 5 years old daughter to study here in canada.. We got LOA from school and completed all the requirements and passed it. On march 12 i got an email from ircc for my child to undergo a medical exam. However 2 days after i got an email that my child's processed passport has been dispatched fromt he office and when we received it it was a refusal letter. How that happened? Is it possible? She had her medical exam booked on tuesday in the philippines because that is the only time the doctor for minors is available.. Please help.us. my husband is coming back on board on may so i need to get my child to live with me here in canada.. Btw, i am working as caregiver and just landed last february.. Does anyone have the same dilemma/situation with me here?

I would wait and see what refusal reasons were given.

Pursuant to section 219;
-have sufficient and available resources without working in canada to pay tuition fees for the course
-have sufficient and available financial resources without working in canada to maintain yourself and any family members accompanying
Factors:
-Travel history
-family ties in canada and in country of residence

Prior to this we have applied twice tourist visa for her and my husband.. But they were also denied... My thoughts now is , hiw come the requested for medical exam for my daughter and then 2 days after they sent me the request they refused her application...

You have to address the refusal reasons if you want to reapply. One of the refusal reasons is around the funds you have available - the second is regarding ties to your home country.

With two TRV refusals already and now the study permit refusal, it's quite likely the study permit will be refused again if you reapply. You should start planning what you will do if you are unable to bring your daughter to Canada.
 
We missed to include her old passport for her travel history... Regarding the funds we likely have around 40k cad $.. We asked the school to pay for her tuition at first but then they said no need to pay for it because they will just refund it later on when she comes. My husband is a seafarer... Is it possible if we appeal to the embassy? How about the medical exam are we still going to pursue it or just stop..

You can't appeal to the embassy. If you want to formally appeal the decision, it's going to cost money (you'll need to hire a lawyer) and will take time. The appeal most likely won't be done by May and there's no guarantee of approval.

You need to reapply and address the refusal reasons.
