Student visa COVID (times, biometrics)

Hello Im an international student who has received the admission Fall 2020 letter by late June. I will apply for the student visa via online since the Canada Visa Application Centre in my country is closed due to COVID.
I just wanna ask if someone has experienced delays with the student visa processing and how can I get the biometrics done if the VAC in Mexico is temporarily closed.

Everyone is experiencing delays. Your application will be on hold until you can give your biometrics. If approved you still can't travel to Canada.
