Is this profile qualify to apply for SPP and get the student visa?

First of all, to enhance your visa chances, you should re-write the IELTS. Try to get 6.5 (with no less than 6.0).
And try to figure out reasons of your backlogs, why you got so many backlogs. Try to do this in your Statement of Purpose.
You can apply in SPP, with 6.0 bands (after graduation), but these days refusal rate is quite high. So to be on safer side, rewrite the IELTS.
