student Visa and PR

My sister is 25 year old. our finance condition is not good.she studied in LLB, right now pursuing LLM.She wants to study in Business in Canada. I need opinion regarding college , province and PR. its difficult to get student loan for us. we will arrange 1 year fees and expenses.so I am also looking for job opportunities during study for financial support . I have few questions.
1. which university in good and affordable ?
2.which province is best for student and then to get PR?
3.Dimploma or masters?
4.university or community college?
5.Go to under develop province and get PR or study in Develop province and get PR?

I really need help.I am confused and worried about my sister. I am expecting good and right guidance from this forum.

How are you going to get permission to work in Canada if your sister is the student?
