Can I apply for student visa , while my pr processing is running ?

You can try but high rate of refusal. Study permits are temporary so you have to prove that you will return home, strong ties, job, funds etc. If applying to a Masters or PhD program you have more of a chance.

But one more way came to my mind
If I withdraw my PR file before the visa process and once visa is approved and I reach Canada, then I reapply
Can it be done like this?

Yes, Dual intent is approved by IRCC. You can file.

Yes you can apply once you land in Canada.
