There's no limit. To be approved, you'll want to make sure you pick studies in Canada that make sense of your past work experience and education. Having a sister who is Canadian will actually work against you since it will increase CIC's concerns you have plans on remaining in Canada long term. what if I apply to another province (not where my sister is living). and would it be a good decision. if I include my wife and son (9 years old) with my application? if not , can they join me later? Thanks

It doesn't matter which province you select - that's your decision.
You can include your wife and son in your application or they can apply later. There is never a guarantee they will be approved and you will need to provide even stronger proof of ties to your home country if you want to come here with your entire family.
