Hello everyone,

One year ago I found a supervisor - but I was refused a student visa, I think because I already have master's degree. Now I want to try again, but since I was refused, II have suspicions that the situation could happen again. And, unfortunately, there is no response to my resume, even though I have already sent it to about 1000 recipients. This is why I have the idea to travel to Canada (Canadian universities) and look for a supervisor in person - just meet with the professors in person and if I find anyone try to get a student visa.

And my questions are:

1. Is it possible, say, I found a supervisor, to apply for a student visa while in Canada on a tourist visa? If so, do I have to leave to change my status? If it is possible not to leave, am I entitled to implied status pending a decision on my study permit? (it seems you need to wait 19 weeks...).

2. Does this method have an advantage in terms of obtaining a visa? After all, it is logical that an immigration officer cannot suspect me of intending to stay in the country illegally - since I am already in the country. If I want to stay illegally, I simply will not leave the country, regardless of his decision (however, there are no such plans).

3. Can the refusal of a student visa affect the obtaining of a tourist visa? (has anyone been in such a situation?). I have a huge travel experience - more than 35 countries (there is "no place" in my passport after so many Schengen and other visas)

Thanks for your help in advance

P.S I know that now the pandemic and tourists are not allowed to enter Canada, however, according to IRCC agents, I can apply for a visa. Then I'll wait until vaccinated tourists are allowed in.

1. Yes - but the application needs to be sent to a visa office outside of Canada. It cannot be processed within Canada. If you want to remain in Canada while the study permit is processed, you'll need to keep your status valid by extending your visitor status. The study permit application will not give you implied status.
2. Applying from within Canada generally makes it more difficult to be approved since it's harder to show ties to your home country if you are already in Canada. It can make IRCC more concerned that you aren't a genuine student but are just looking for a way to remain in Canada.
3. Yes, a student visa refusal can affect a TRV. If you have strong travel experience, this should give you a very high chance of being approved for the TRV. Make sure you declare any past refusals to any country in the application.

some visa-exempt country citizens arrive to Canada and then remain to study and receive study permit in Canada. Right now no tourists visa allowed

Most schools are not having in-person classes yet so it's likely the Academic Staff are also not on campus - how do you plan to get an audience with potential supervisors?

Most universities will open in September.

Hm, if if I openly declare about dual intent?
