Student Loan and child tax benefits !

Iam a canadian citizen living abroad since 2016
I didnt file tax returns the last 3 years
When i filed tax return 2015 CCTB issued payment 8000 dollars but it was deducted by OSAP and didnt recieve money to my account.
Later CRA asking me to pay back the money which already taken by OSAP
How can I appeal to CRA ?

If you and your children were not living in Canada you had no right to the child tax credit. Seems like you must be delinquent on your OSAP payment also. You are correctly being told to repay the money. Doubt OSAP is going to want to pay back the CRA but that is who you need to speak with. You also need to cancel your child tax credit because you are going to be asked to pay back any other payments you have received while living out of Canada.
