Stuck on Background check

I applied for visitor visa for my grandparents in August from GC key. Got biometrics done on 8th October, still stuck on Background check. No messages from them at all. Can anybody tell me why it's taking so long ? Thank you

Its been 4 months since we have got any update, its still stuck on background check, is this normal ?
