I know it said originally that for inland applications that they have to be sent to Vegreville (spelling?) but I was just looking where it says there have been changes due to the strike....and it says that new applications should be sent to Mississauga. I'm confused....

First I went here http://www.cic.gc.ca/english/information/times/index.asp and I clicked on visa office.

Which brings me to this:

Applicants for Permanent Residence
You must select the visa office that serves your country of nationality or the country where you have been legally admitted for at least one year.

All new Economic Class applications must first be mailed to the Centralized Intake Office in Sydney, Nova Scotia, Canada.

All new Family Class applications must first be mailed to the Case Processing Centre in Mississauga, Ontario, Canada.

In your application, you must select the visa office where your application will be processed. Please consult the chart below to find your visa office.

I know it says it there I was just wondering because of the strike and it saying that you might need to send additional info and to check you have to click on your visa office......I guess this is only for outside of Canada?
 
Yes, that is my understanding. The strike is for foreign workers, so it *supposedly* isn't affecting inland apps. (Though it might very wellness affecting inland timelines.)
