A closed work permit requires an LMIA.

unless she's LMIA exempt - like me, I have a closed WP and no LMIA (exempt). But, as you say, probably it's best if she applies for PR outland and changes her status as visitor.

There are only a few categories for LMIA exemptions. The vast majority of closed work permits require LMIAs.

take this post with a grain of salt

the debate is on this forum, not with CIC itself

be careful who you believe and decide who is giving bad advice or not

This is exactly what I have been saying...we applied for a work permit while hubby had valid TRP and outland application was pending as per what people were saying on here and what CIC site was saying( they changed the rules before hubby's application was reviewed)...the work permit was denied in 2014 and now he has been flagged for the next 8 to 10 years, as per CBSA even though he now has an approved PR and is working and living in Canada....be really careful on the advise here....people can only give you their experience...
