Strange situation, NEED HELP PLEASE!

I'm Ravi Theja from India. I have a strange situation where, I was planning to apply for FSWC in 2013 and gathering all the info on the same. Last week, my employer has started L1B VISA processing to USA for me and there is every possibility that I'd be in US by Jan'2013. Now below are my questions:

1. Does county of residence matter when we apply for FSWC?
2. should I still go aheadd and apply for FSWC from USA in Jan?
3. if I were to be working from USA by Jan'2013, can I apply for Canadian PR instead of looking at FSWC?

I'd really be greatful if somebdody can help me with the above questions!

1. No.
2. Yes, but have to wait until new rules are out.
3. The only way to get Canadian PR is to apply for FSW(provided you are eligible)/ have AEO from Canadian employer approved by HRSDC.
