Strange ECAS

Dear Seniors,

I have found today my SLU and the ECAS status as below:

FLU : We received your application on Dec 29 2014
SLU: We started processing your application on March 21,2015

However, is it normal that London visa office has started processing my file on March,21 and till today they update my ECAS?
Secondly, My PER mail date is 29 March 2015, so is it possible that they started processing my file then they sent me PER?

Also, what is the next steps that I should expect.

Most likely there must be a mistake in the system cause processing always statrts in VO after PER issuance and not centrally in CIO , so I think you should raise a query to London VO asking about this. besides, you can consult other applicants who are processed by the same VO and have a similar timeline like yours, and see if they started processing their applications.
