Still waiting for the Visa applied more than a year

Hi There,
We applied for a visit visa from Kuwait since 2020/11 and no response yet ! Is that normal ? Is there anything we can do ?
Also during this time the main principal (the husband) is passed away, since waiting for long time should I inform them or should wait until getting a response ?
BTW I already had a visitor visa, visited Canada and came back with no problem.

What is the purpose of your trip to Canada? Most likely you should reapply per the recent guidance from IRCC.
