I was invited by CIC last week to submit the PGP application. My intention was to apply for my step-mother who has visited Canada on visit visa a few times in the past. My father is deceased (2012). He married my step-mom in 2003 after my biological mother passed away.
I am reading in forums here that I cannot apply for my step-mother under PGP if my father is deceased.
Is this correct? Is there any other way I can apply for her immigration under PGP? I have been submitting the intent for 3 years and finally got it but it seems the effort will go to waste as they will not accept the application.
