My cousin is applying for EE. Long time ago before my cousin's birth his father was married on a woman with whom he had a child, then they divorced and he married on my cousin's mother with whom he's been living since then.

So in immediate family information my cousin should mention his parents, his half brother and he needn't mention that woman? Technically she is not his step mother as he has his own mother and he doesn't even know that woman. Moreover she can't be his step mother as she divorced her husband before my cousin was born, so by the time of birth she had no relation to that family. However my cousin need to mention his half brother with whom they have same father even if the've never met each other?
Am I right?

Yes, I think this is correct. If his father and that woman divorced, your cousin has no familial or legal tie to the woman. But he is tied to his half-brother, through his father, so he should mention him.
