Staying for mere 4 months after landing

Since my parents have some unsettled business in home country, they wish to only stay small chunks of time at a time to cover their residency obligations of 730 days in 5 yrs
Being in Ontario, the 3 month wait for OHIP is a concern. IS there a way to follow to ensure OHIP is not disabled and they dont have to wait again

No, they must meet the residency requirements for eligibility. Just because you are a PR, you don't get to skip the requirements. They will have to plan accordingly.

There are other residency obligations for OHiP that they also won’t meet so there is no point in them applying for OHIP in the first place if they only intend to stay for a short amount of time.
