the checklist says we need to provide at least two statutory letters from people who can vouch that our relationship is genuine.

do these letters need to be signed by an official? or will letters signed by family and freinds suffice?

Depends what you mean by notarized. You do not need to have them sworn before a notary public. A statutory declaration will suffice. In the UK a statutory declaration is signed before a commissioner for oaths. I do not know what the formalities are in NZ; the formalities vary from country to country.
