Statement in lieu for Non-Marriage Certificate

Hello everyone,

I’m confused about the process of getting this statement, I’m a Permanent Resident of Canada, planning to get married in Russia, as for the statement, Should I get it here or in my native country?
Also will the canadian consulate/embassy in Russia help me out (me being a permanent resident) if I’m planning to get this statement there?

Marriage certificate is issued by a government body where you have got married. Marriage in Russia would require you to get a statement/document certifying your marriage by a Russian court.

I’m pertaining to the statement in lieu of Certificate of Non-Impediment to prove that I am single (One of the requirements to get a Marriage certificate in Russia) As a Permanent Resident I’m confused whether to get this here or in my native country.
