Stateless in Bangladesh without proof of identity

A person is in Bangladesh which is not signatory of 1954 convention for stateless people. Have no travel document or proof of identity and can't go out of Bangladesh. In that case what should that person do? What legal ways he has and how to get a stateless travel document from any Sovereign country? I would be thankful to know.

Are you a Rohingya?

Can your parents prove they have citizenship of another country.... or they had moved from another country to Bangladesh?

No I am not Rohingya and My parents were stateless too. We are politically victimized and stripped of nationality after 1971.
