No such deadline, they will not begin the evaluation until they receive complete documents. Your results are valid till 5 years. WES claims to release the result in 20 business days.
2. Once you have your ECA and language test done, you can create your EE profile which is valid till 1 year from the date of creation. Register for job bank also.
3. It is dependent on multiple factors but yes there is a possibility.

For details go through the sticky thread about EE program.

What is the process for Provincial Nomination Program?
Depends on which provincial program you are looking for. Go through this link, it will give you more clarity.

Use CRS calculator and figure out your estimated CRS score and that you satisfy FSW minimum eligibility criteria (67/100).
So far the lowest ever score has been 434 (ITA) but people are expecting it to go a little lower (no one can be sure though). If your CRS score is below this then you would need to apply for PNP program to get additional 600 points for provincial nomination so that you get invited to file your PR application.
Once you decide that you want to go through this process then
1. Get your education assessed ( graduation and above)
2. Language test (English and/or French)
3. Create EE profile.
4. If CRS score significantly lower than 434 then try for various PNP programs.
5. If you receive ITA, file your application.
