Hello,

I came to Canada in 2020 and my refugee application was concluded in the same year, I got a permanent residence card in December of 2021. There is a possibility that I will go to a third country to get married next month. Do you think I can start an application for someone who is abroad without a marriage certificate? I mean the woman I want to marry. So the marriage certificate is required in the first place? For example, can I add it to the application later?

As a PR, you can't even start an application from abroad. You have to do it while you are in Canada. And of course you need the marriage certificate.
 
The marriage certificate and photos of celebration and documentation of who attended will be a large part of your proof of relationship, so you should start the application after you have the certificate. By all means download the forms to see what types of documentation of the marriage beyond the certificate they want.

No, you can't start it without the marriage certificate. You'll need to get married, return to Canada, wait for the marriage certificate to become available, and then apply. No, you cannot add later. The application will be incomplete without the certificate and will be returned.
