For return application, you probably look at 1 month, and for AOR, recently, majority of the applicants will wait it for 6-8 weeks from the day that CIC received your application, some takes either shorter or longer to receive AOR
Time for a package to be returned is actually correlated with AOR. so with AOR presently taking 8 weeks, it’s at least 8 weeks to get your app returned also.

Update... So unfortunately my husbands application for PR has been returned. I called CiC and also received an email and they said it was returned feb 9 2018. I assume we will be getting it back sometime this week or the next considering it was sent back through reg mail. They have also included an explanation letter I asked the agent if there were any notes but he said there were none. So my heart is up in my throat thinking the explanation letter is a refusal? I asked if it possbly could be and he said no and that its due to missing or invalid documents, signature etc. Are applications returned due to rejection or just missing info. Here is some of the email I received...

Lol no your application was not rejected. It was returned. Big difference. The letter of explanation will tell you why they returned it and what you are missing/need to correct before you send it back in. They have not even reviewed your application to reject it.
 
So, start with your new application. And ensure you post it as soon as you sign it. All the best :)
 
Hi everyone I received PR application back in the mail today with a letter stating the reason why it was returned..... Due to wrong method of payment? Apparently they don't accept the imm 5401 reciept form anymore. I paid this fee in and had it stamped by my bank in 2014 and low and behold I looked on their website and it stated that if the form is stamped on or before March 31 2016! It Will be accepted! So I'm extremely upset about my application being returned. I bet the officer didnt even look at the date and just saw the Imm 5401 receipt form and automatically rejected it. That is the only reason stated in the letter it was returned to me . Everything else was fine. Why the hell would they have it acceptable on their website if its strictly not valid any more according to this officer? Sorry just confused , stressed and now submitting request for a refund which will take up to 6 weeks because I dont have that kind of money at the moment to pay upfront. Im going to call the cic call center tmrw and have a word because this is absolutely ridiculous.
