Mass in-process was to:
  • reduce the backlog as you said
  • and, getting proper hold on our application fees (as I said before) and hence tying us tightly (because now we will not withdraw easily, knowing that we won't get any refund)
  • they may still reject us by all means,if the new laws are implemented retrospectively to us

144000*1150=165600000 CAD$ is a big amount to digest ! Have a thought.
 
As per the letter posted by Classical Beats,
the order of preference is/will be as follows:.....

MI-4 > MI-3 > MI-2 > MI-1 (MI-1 applications when their turn comes, will be processed according to the date of application)
 
It should be 144000*550 i.e. 79,200,000 CAD, which seems very big to us individuals but not very big to a govt organization.

Would applicaitons rejected when new rules apply get refund??

You are counting minors also in that, so the amount should be smaller than 79 mil.

Anyways, the "In-process" status prevents us from asking a refund.
 
Sorry for not framing the question right.

If I am not mistaken we do not get refund if we get rejected.
So if I qualify under this 67 point system, and not in the new system(whatever it is) would I get a refund?

In my opinion, applications that are "In Process" would not go through the points recalculation, VOs are already working overtime with 3 different MIs. It is only those that are yet to be assessed that may go through the new points system and they may get a refund, if they don't qualify.

You are right, if you are in process and get rejected, they only refund the RPRF (if you paid)

Once In process , you are likely to wait on a que They wont apply the new rules then and the rejections then are not so common.

And if they decide to return ur appplications just as they did to Pre Febs, then they would give back your Fees,

You are right, if they decide to stop processing I am sure they'll refund. They have just taken away our option of withdrawing and getting a refund.

As per NDVO reply to Canadian Dreams (and also LVO letters), all prejune applications will be reviewed and become "in process" before July 2012 (i.e. before new MI come)
So, all will be in the same boat

If all are in the same boat then the new rules will apply to all. MI-4 will be good to some of us and bad for the others. Pre-Feb-2008 who are in process will be ahead of of MI-1 in the new queues created for each eligible NOC.
