So to confirm, if post marriage he applies for tourist visa, gets it and he comes by, then can one apply for owp as inland?

He can apply for the visa now, and indeed chances may be slightly better if he does before you are married.

And yes, if he gets the visitor visa he can come and you apply inland + OWP. Or you can apply outland and he comes whenever he wishes during the process (or after). (It's okay to be physically in country and 'outland' application.)

Also what if i get married before i go to Canada but i declare it later? Can that be a problem?

Hugely important and repeat: do NOT get married before you go to Canada to land the first time (unless you are prepared to add spouse now as discussed above and wait until you can go together). If you land without declaring a spouse (i.e. after marriage) you will not be able to sponsor him.
