Hello,
I am posting on behalf of my friend.

Spouse open work permit rejected with reason as 205 C(ii)

I have a valid student visa until 2019 September.
My wife open work permit was rejected with the reason as
(ii) limited access to the Canadian labour market is necessary for reasons of public policy relating to the competitiveness of Canada’s academic institutions or economy

Please help me understand this reason since spouse open work permit is LMIA exempt, I am not able to understand why this was mentioned as a reason.

1) Can I apply for spouse open work permit again?
If yes, what documents should I add now to change the situation?

2) Can I apply for visitor visa in the meanwhile?

3) Will applying for Caips notes helps in any way?

Spouses of international students aren't guaranteed work permits. Many are rejected. When you get PGWP, a full-time job in NOC 0, A or B and 3 pay slips your spouse will qualify for an SOWP.
