Though canuck makes a good point. The meds will be required anyway. So there is pros and cons to just biting the bullet and submitting now, and as they are good for a year, will likely satisfy for the PR meds too. So invest now or wait?

Ultimately the balance here.

@OP: you may want to look into a panel physician near you from CICs web site. They aren't terribly expensive inside Canada..
