Since you are a PR, you will have to be living in Canada when you sponsor your spouse and will have to continue living in Canada while your spouse's PR application is being processed.

Sponsoring parents is quite a bit more complicated. First of all, you must meet a minimum income level for three years and this income must be made in Canada. So if you have just recently arrived in Canada, it will be at least four years before you will even qualify to sponsor your parents (you must provide three years of Canadian tax returns proving you have made enough money to sponsor them). Secondly, only 5,000 parent sponsorship applications are now being accepted each year. This year the cap was reached in 1.5 days. Once you submit the sponsorship application for your parents, you should expect it will take a minimum of three years (quite likely more) for the application to be processed.
