Spouse Sponsorship---What if Sponsor sponsored another person before

HI Guys,

I have a question regarding the family sponsorship-Spouse category
If sponsor sponsored another applicant within last two years but the application was withdrawn before a decision made.
Can he/she count as eligible sponsor to sponsor his/her spouse ?

Please let me know if there's law or precedent against this

If it's withdrawn, it doesn't count. The sponsor is only on the hook once the person lands.
