SPOUSE OPEN WORK PERMIT

Hello,
I am really in a hard situation.
please suggest my options:
My Current status PGWP
job category NOC C
My spouse had the study work permit expired due to that she has to left canada
Now i want to bring her back
what are my options?
can i apply a open work permit for her with my NOC C ?
