Can you guide me when can i apply for spouse open work permit, as my wife is already landed on 12th may 2019 in Windsor, ON, on student visa can i apply now.

2) She went to do International business management from st. Clair college but after reaching she found another course civil engineering technology and she has change the course in college, is it possible i can apply for work-permit,

1. Yes you can apply, but there is no guarantee that an OWP will be issued. You need proof of your spouse's enrollment.

OR
Should i apply visitor visa and go to Canada is it possible to change visa status being in Canada, can my visit visa converted in work permit.

Just so you are aware spouses of international students are not guaranteed permits/visas. The language confuses people because it says you can apply. It doesn’t say you will be approved.
