Spouse Open Work Permit

Need help with Spouse's Open Work Permit.

I am travelling to Canada through International Mobility Program | Intra-company transferees | Specialised knowledge capacity. My spouse and kids will be travelling as dependants.

Would like to understand how could we apply for Spouse's Open Work Permit?
1. Can it be applied at Port of Entry (POE)? Few years back it was possible and hence wondering if that is a provision still available?
2. What are the documents required?
3. Application Fees
4. Turn-Around-Time
