I am international student and I applied for my husband for open work permit in June but he got refusal under section
You have not adequately demonstrated that you meet the requirements of a spousal open work permit pursuant to section 205(c)(ii) of the Regulations.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 200(1) of the IRPR, based on the purpose of your visit.Afterward, I applied for gcms notes and visit Local MP office and response from embassy was like they are not satisfied from my marriage proofs afterward I.visit India in August and make some more proofs because after marriage my residency was only 10 days and On September 21, 2019 applied for him again and now I got refusal again and section 200 is erased from.refusal now there is section 205 c 2. I did everything what I can but don't understand what I can do next now. I am thinking about hiring immigration lawyer now. Please let me know what I can do?

Spouses of international students are not guaranteed visas/permits. You may have to wait until you have PGWP, a job in NOC 0, A or B and 3 pay stubs.
