Spouse open work permit got rejected

Hi,

I have applied for LIMA exempt work permit under international mobility program(2 years contract) with NOC 21110, as we could apply with my spouse at the same time I have decided to apply for open work permit for him as well.

My husband Open work-permit is refused with this reason:

I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 200(1)(b) of the IRPR (https://laws.justice.gc.ca/eng/regulations/SOR-2002-227/section-200.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:
• The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.

My application is not processed yet and we are waiting for an answer. It was a surprise that my husband application was refused before my application being reviewed.

We are living in Belgium and my husband has Belgium nationality. We own an apartment in Belgium.

My questions:

1. Will my application refused as well or it might get approved?
2. Would it be possible to re-apply for my husband visa after getting decision on my case?

I ordered the GCMS Notes but it will take around 30 days at least to get the notes.
