Can a spouse of TN visa holder (living in the USA as TN dependent) can apply for PR from the USA and stay in USA as a Canadian PR and when time comes apply for Canadian citizenship from the USA?
I read somewhere that if you are married to a TN visa (canadian citizen) living in USA you can apply for PR an eventually canadian citizenship from the USA.

You can apply for PR, however for the application to be approved, you will need to provide hard evidence that you plan to relocated to Canada to live here once your visa is approved.

To answer your citizenship question - no. You must physically live in Canada for three years to qualify for citizenship.
