I have an express entry profile with my spouse as a dependent.
My spouse and I have a similar educational qualifications, years of work experience & IELTS scores.

We recently realized that my spouse's job profession is a "high demand" profession for one of the provinces and would like to apply for a PNP to that province.

1. Wondering if she can at all apply for the PNP as a spouse of the primary applicant for Express Entry? Or does she need to be a primary applicant herself to apply for any PNP?
2. If she cannot apply for PNP as a dependent, will it be considered ok if we create a second Express Entry profile. This time with her as the primary and myself as the dependent? Or is it considered an illegal thing to do?

She must be the primary applicant.

Creating a second profile is fine.
