Spouse IELTS and ECA

Pls kindly confirm for me if it is mandatory for accompanying spouse to have IELTS test and ECA for Manitoba PNP?

I believe in general if you are in the Express Entry Profile, and your spouse is accompanying, ECA report is mandatory and its preferable to take the IELTS test they contribute upto 20 points from you spouse !
