Is it compulsory for my spouse to give IELTS for adaptability points?

I am main applicant and i have 67 points.
My spouse's education is same as mine but I haven't claimed her wes report? If I do so will I get the adaptability points? Or Is it compulsory for her to give IELTS?
I want to submit the file in Nov-2014 and I dont have enough time now. Should I go for it? Is it okay if I don't have my spouse's IELTS or WES report?

Please suggest

No - your spouse doesn't have to take the IELTS test or get the WES report. However if your spouse doesn't take the IELTS test then you will get no adaptability points for your spouse.

My suggestion is that, it is better your spouse takes IELTS if she can obtain CLB4. So that you will be in the safe side even if you loose some points somehow in CIC and you can compensate with that of your spouse.

Folks I have a question on this exact topic that I have been meaning to ask since sometime now. In application form IMM 0008 – Schedule 3, it asks about the language proficiency of your spouse. I had filed my application in the month of August 2014 and was in a hurry to meet the cap (NOC 2171). My wife could not take the IELTS in time as there was an approximately 3 month wait period for the exam slot so I submitted the application without her IELTS scorecard.

Now in my application, I had checked that my spouse is proficient in English but did not send the IELTS scorecard along however in the attached note (addition sheet for explanation) I mentioned that I do not expect any points for my wife's proficiency and that I deliberately did not mark the response as No because my wife is an Anchor and Reporter for a top business news channel here in India and marking that she is not proficient would cast a wrong light on her.

Now my only contention is to know how this will impact my application: Will the CIC return/ reject my application for this or will they simply disregard the adaptability points and go on with further processing of my application?

This will have no impact at all for your application since spouse's IELTS is not a required document. So missing IELTS for spouse even if you had said yes will not result in rejection. This is exactly why there are two questions. One asking if she is proficient in ENglish and another one asking if she has the test results to prove it. Answering NO to the second one is enough to let CIC know that you are not claiming any adaptability points.

That should give you 5 points plus your individual score of 62.

I heard that in order to avail points from spouse IELTS, the score should be 4 in all
the 4 quadrants, as my wife got 3.5 in Reading..can i still go...little worried.

The CIC website (cic.gc.ca/english/immigrate/skilled/factor-adaptability.asp) says:
Your spouse or partner’s language level
Your spouse or common-law partner has a language level in either English or French at CLB 4 level or higher in all four language abilities (speaking, listening, reading and writing).
I have understood this as you did ... meaning, 4 IN EACH.

CLB 4 is equivalent to 3.5 band in reading. You are lucky!

CLB 4 equivalency:
Listening: 4.5​
Reading: 3.5​
Writing: 4.0​
Speaking: 4.0​
