Spousal work permit ( one refusal visitor visa)

I ve applied Visitor visa for my wife on Nov 25th 2021 and got refusal (general refusal) on Dec 9th 2021 in the new portal...
Docs provided :
Funds shown : 20k Cad
India bank : 15k
Canada bank : 5k
Marriage certificate.
My employment status and paystubs.

Any suggestion ... which Visa is best now to reapply based on the current situations... Visitor visa or Spousal work permit...
my status is Open Work permit...
Please let me know.

If you are on a PGWP and have a NOC A, B or 0 job, you apply for a SOWP. How long is your PGWP valid for? Processing averages 31 weeks.

So apply for SOWP with your NOC A, B or 0 job and documents provided for the visitor visa.
