Spousal Visitor Visa before AOR

Hello Everyone,

We recently applied for Spousal PR and are waiting for AOR. We are wondering whether it's possible to apply for my spouse's visitor visa before the AOR (as it is taking a long time).

We understand that we must show the reason for travel + strong home ties, we have both. We are a little scared as my spouse has five rejections (study visa).

Please provide your valuable feedback.

With the five rejections, would seriously make sense to wait until the AOR (so as to fit under the new policy).

Even with that, might still get rejected again.
