My husband and I (a Canadian citizen) have recently applied for his permanent residency while we are living in the USA-his birth country. The process seems to be going quickly and smoothly-thanks to help we've recieved on this forum. He has had his "medical exam" and testing, and we just received a letter in the mail asking us to send photocopies of his passport along with passport photos. We are a bit confused since a copy of his passport and passport photos already went into his initial application. Do we need to send these items in again along with the prepaid envelope?

It's not strange. Everyone has to do it. The photos are for the PR card and you're sending a passport photocopy because your husband is from a visa exempt country - otherwise it would be his actual passport so it can get stamped.
