Spousal Visa Application in Process, applied TRV but got refused

As thte title says.

Medicals and biometric of the spouse are done. The refusal letter only has this line:

• The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.

No other reason has been provided. Does anyone know what can be the reason?

So what information did you provide that she is coming just to visit and not stay with spousal application underway?

I did mention that her application is in process and if she is here and it does get processed, she will stay with me or else she will return back after the designated time.
