Hm... we would normally be going through Berlin (93%), but since that's closed, we'll be going through Vienna (85%). I can only hope that the differences are related to the applicant composition each office receives, and not the officers working there!

They do :) If you read the audit reports of various visa offices you'll see the correlation between fraud and other risks and timing and success rates ;) One of the more recent ones is available here
