Hello I have just recently applied to sponsor my wife from the Philippines to Canada, I have herd about the possibility of her staying in Canada with me for the duration of the process by applying for a tourist visa and then she can just keep renuing her visa? Is this an option?

Yes - it's an option. TRV refusal rates are quite high in these circumstances - but you can certainly try.

I think most of the successful dual intent entries to Canada are involving spouses from visa exempt countries. I could be wrong on this, but anecdotally from what I’ve seen on this forum and in real life, this appears to be correct.

The reason for that could be that the spouse can simply arrive at the PoE without a visa and all they have to do explain what their intentions are to the CBSA officer. As long as that particular officer is satisfied the spouse will adhere to the rules, submit the paperwork, leave Canada if the application is declined, etc, they’ll normally admit them without any issues. It’s a fact that all visitor admissions into Canada are at the sole discretion of whatever officer processes you through the PoE. They can allow, or deny, entry as they see fit.

If someone has to apply for a visa just to even board the plan, then they have to convince the local consulate first, have the visa approved, then do the same on their arrival into Canada. There’s more likelihood of denial, owing to the additional steps visa required nationals have to take.
