Hi, my husband and I are currently filling out our immigration papers. I am sponsoring him to come to Canada. My question is, does my husband need to send in part three of his application (where it asks for; police certificate and clearance, the medical exam as well as the immigration photo) with our application or does he submit that afterwards?

yes, those items are considered REQUIRED documnts on the checklist, therefore they must be submitted or else your appliction can be returned for being "incomplete". They will not process the sponsor's application until all required documents are submitted. while some people report no issues to getting approved as a sponsor waiting on medical and police records, it's not a guarantee CIC will continu to allow this. best to submit now than to delay processing...
