Spousal sponsorship outside Canada

Hi! I have a question!
My Wife have submitted our spousal sponsorship application on the 20th of July 2018 and IRCC received on the 24th July 2018...and on the 17th September 2018 my did a follow up with ircc and they said we should be receiving AOR1 in two weeks and since then nothing still...yesterday my wife did another follow up with ircc and they said there is no update on our file yet...and they're also said our file was actually scheduled for verification of eligibility on September 4th and government timeline process is 12 months... I really don't understand what that supposed to mean and why it's taking so long to receive the first AOR1 when is usely takes 2 months to another people and our is been over 3 month now...! Please advise any information we are so worried?

Nothing to worry too much. Ours took over 70 days to get AOR1 and for almost 20 days no moment. Sydney is really very overloaded as they told us. I see you are ahead of ours, may be waiting for a review on a diff desk! Not all files, all desks are all staff is equal in speed. So may be wait for a week more then try calling again.

OK I meant my pack was recvd at Sydney later than you but got AOR1 nothing after that
