HELP!

I am sponsoring my husband from the Philippines and I am a PR since 2008

Timeline:
Dec. 12, 2014 - Recieved application in CPC Mississauga
March 13, 2015 - Initial assesment
Mar. 14, 2015 - Approved to sponsor spouse
Mar. 24, 2015 - Recieved in Manila Visa Office
April 14, 2015 - Passport Request and Appendix A
April 16, 2015 - Sent Passport to Visa Office in Makati
End of April - Ecas Application Recieved to Inprocess (Medical Results recieved too)
May. 11, 2015 - Started processing PR Application (Principal Applicant/Husband)
June 2, 2015 - Sent e-mail to VO for application update
June 3, 2015 - E-cas changed from "In Process" to "Decision Made"

We have been waiting for his passport and hopefully with a visa stamp for 7 weeks now and the only update I got was the "Decision Made" in E-cas. I am wondering if this is the usual now or not? My husband resides in Ilocos Norte by the way. THANKS! :)

This is very normal.

Most of the December Manila applicants receive their passport back with Visa/COPR 2 weeks from the date that ECAS changes to decision made. So if history repeats itself for you, you should receive the passport with VISA/COPR by June 17th.

It's OK even if you're pr for 10 minutes :D
There's no rule about this.

Thanks. Because in the sponsorship evaluation it says that income for 12 months preceding the application? Is it okay that its not completely 12mos because I only started working July 2014?

I understand the confusion, but there's no minimum income for SPOUSAL sponsorship.
CIC can be ambiguous sometimes ^^
